Jordan to expand Al-Samra wastewater plant

Jordan's Water & Irrigation Ministry is seeking technical and financial consultants for the project to expand the Al-Samra wastewater treatment plant.

The deadline for the submission of expressions of interest is 30 June.

The original plant was developed on a build, operate and transfer (BOT) basis, and began commercial operations in April 2008.

It is operated by the Samra Project Company, which is owned by France's Suez Environnement, its subsidiary Degremont, and the US' Morganti Group.

The $169.5m project was financed using $17.5m in equity, a Jordanian dinar-denominated $60m syndicated loan, $78m in grants from the US Agency for International Development (USAid), and $14m from the Water & Irrigation Ministry.

The ministry is seeking a grant from the Millennium Challenge Corporation, a US government organisation, to cover the costs of the consultancy for the expansion.

The ministry will start negotiations with Samra for the design, construction and financing of the expansion on a BOT basis.
