Saudi Arabia’s construction market continues to gather momentum as Vision 2030 enters its next phase. From your perspective, what are the most significant changes you’ve seen in the market over the past few years, and where do you see the greatest opportunities ahead?
Saudi Arabia’s construction market has undergone a significant transformation in recent years. The focus is no longer defined by scale alone; clients increasingly expect quality, delivery certainty, sustainability, innovation and the effective use of technology. The market is also becoming more selective and disciplined as projects move from ambition into execution. Looking ahead, we see strong opportunities across complex and iconic buildings, infrastructure, transport, digital infrastructure, hospitality, entertainment and cultural destinations. These opportunities will favour contractors that combine proven delivery capability with strong local knowledge and content, technical expertise and the ability to build effective long-term partnerships.
Delivering at Scale
With multiple giga and megaprojects progressing simultaneously, what do you believe are the critical success factors for delivering complex projects safely, efficiently and to the high standards expected by project owners today?
The scale and ambition of the projects being delivered across the Kingdom require a highly disciplined and integrated approach. Success begins with people: attracting, developing and retaining experienced professionals and skilled labour, while engaging capable partners and subcontractors who share the same standards and commitment to delivery.
Equally important is coordination. Complex projects involve clients, consultants, authorities, joint venture partners, subcontractors and suppliers. A leading contractor must act as an integrator—aligning these parties around the client’s objectives, managing interfaces effectively and maintaining clear and transparent communication throughout delivery.
Safety and quality must be embedded from the outset and consistently applied across the entire supply chain. They are not simply compliance requirements; they are fundamental values and essential conditions for successful project delivery.
Other critical enablers include rigorous planning and programme management, supported by digital tools and reliable real-time data; proactive cost and risk management; early procurement of long-lead materials; and a resilient supply chain. A genuine partnership mindset with the client is equally important—understanding the project vision, anticipating challenges and working collaboratively to achieve the required outcome.
Ultimately, complex projects are collective achievements. Their success depends on the strength of the entire delivery ecosystem and its ability to work together with a shared commitment to safety, quality and delivery certainty.

The role of the contractor is expanding well beyond construction execution. Leading contractors are increasingly expected to contribute during the earliest stages of a project through constructability reviews, value engineering, design coordination, procurement planning and risk management. Long-term value creation is the disciplined pursuit of sustainable profitable growth by delivering projects safely and successfully, strengthening client relationships, developing capabilities, managing risk, and enhancing the company’s competitive position to generate lasting value for shareholders, clients, employees, and society.
Leading contractors must evolve to integrate specialist partners, technology and supply-chain capability into a coherent delivery model. The next generation of industry leaders will combine engineering and construction excellence with digital capability, commercial discipline, sustainability and innovation while embedding ESG principles and creating tangible local value through skills development, local content and responsible procurement.
Building a Stronger Contracting Ecosystem
Saudi Arabia is placing significant emphasis on localisation, supply chain development, and workforce capability. What more can the industry do to strengthen the Kingdom’s contracting ecosystem and ensure it is equipped to deliver the scale of projects planned over the coming decade?
Strengthening the Kingdom’s contracting ecosystem requires sustained investment in local capability across the full value chain. Local content should be approached as long-term capability development—supporting Saudi engineering, manufacturing, fabrication and specialist services, while creating opportunities for local suppliers and SMEs to grow alongside major projects.
Workforce development is equally important. The industry must continue building targeted technical and vocational pathways for Saudi talent, supported by practical training, mentoring, knowledge transfer and clear career progression. Contractors, clients, educational institutions and technology providers all have a role in developing the skills required by increasingly complex projects.
A resilient ecosystem also depends on early visibility of project pipelines, timely procurement, balanced allocation of risk and reliable payment across the supply chain. These conditions allow contractors and suppliers to plan resources, invest in capacity and maintain sustainable performance.
International companies can further strengthen the market by establishing meaningful local partnerships, transferring technology and expertise, and investing in Saudi professionals. The objective should be a more capable, innovative and competitive contracting sector that can support the Kingdom’s development priorities over the long term.
Driving Innovation in Project Delivery
Technology, modern methods of construction and new delivery approaches are transforming the industry. Which innovations do you believe will have the greatest impact on productivity and project performance over the next five years?
Over the next five years, the greatest impact will come from the integration of several technologies and delivery methods into a connected construction ecosystem. Artificial intelligence will increasingly support planning, scheduling, procurement, cost forecasting, quality management and risk identification, enabling faster and better-informed decisions.
Building Information Modelling and digital twins will provide a more reliable flow of information from design through construction and, ultimately, asset operation. When combined with real-time data, these tools can improve coordination, constructability, progress monitoring and lifecycle performance.
Modern methods of construction—including modularisation, advanced prefabrication and off-site manufacturing—will also improve productivity, consistency, safety and programme certainty. Drones, laser scanning, IoT-enabled monitoring and automated equipment will further strengthen site visibility and quality control.
