Six key individuals driving the country’s healthcare sector: Houssaine Louardi; Abdelali Belghiti Alaoui; Said Ahmidouch; Yves Souteyrand; Afif My Hicham; and Princess Lalla Salma

Houssaine Louardi

Position Health minister

Biography Houssaine Louardi was appointed minister of health in January 2012 by King Mohamed VI. Louardi has been dean of the Faculty of Medicine and Pharmacy of Casablanca at Hassan II University, where he teaches, since May 2005. He is also head of the accident and emergency department at University Hospital Ibn Rochd, president of the emergencies steering committee for the Greater Casablanca area, and secretary-general of the Moroccan Society of Emergency and Disaster Medicine. Louardi has been president of the National Commission on Health Sciences Diploma Equivalencies within the Ministry of Higher Education, Management Training and Scientific Research since 2000. He has also been a World Health Organisation (WHO) expert in emergency and disaster medicine since 1998, and has written several books and research papers on the subject.

Abdelali Belghiti Alaoui

Position Secretary-general, Health Ministry

Biography Abdelali Belghiti Alaoui was appointed secretary-general of the Health Ministry in January and is a board member of several national insurance administrations. Alaoui joined the ministry in 1993 and has held various positions during the course of his career. He was director of hospitals and outpatient care, head of several healthcare commissions, and he coordinated a number of public health programmes. From 1988 to 1991, Alaoui was in charge of the school and university health programme in the Fez region, after spending two years as a general practitioner in the Taounate province. He has a doctorate degree in medicine from the Rabat Faculty of Medicine, a master’s degree in healthcare administration and public health from the National Institute of Healthcare Administration in Rabat, and a doctorate degree in management from HEC Montreal in Canada.

Said Ahmidouch

Position Chief executive officer (CEO), National Social Security Fund

Biography Said Ahmidouch has been CEO of the National Social Security Fund (Caisse Nationale de Securite Sociale or CNSS) since 2005. The CNSS manages the social security system for private-sector employees in Morocco and its 2012-14 plan sets the extension of medical coverage to larger parts of the population as its first priority. Ahmidouch is a member of Morocco’s Economic and Social Council and is president of the executive committee of the North African liaison office of the International Association of Social Security. For five years before joining the CNSS, he was the CEO of CNIA Assurance, a member firm of the Arab Insurance Group. From 1990 to 2000, Ahmidouch was the deputy CEO of the local Compagnie Africaine d’Assurances. He has a degree in civil engineering from the Ecole des Mines in France.

Yves Souteyrand

Position WHO representative, Morocco

Biography Yves Souteyrand was appointed representative of the WHO in Morocco in December 2012. The WHO is the directing and coordinating authority for health within the UN, responsible for providing leadership on global health matters, providing technical support to countries and monitoring and assessing health trends. From 2004 to 2012, Souteyrand was coordinator of the strategic information unit in the WHO’s HIV and AIDS department, where he oversaw the publication of the WHO-led annual global progress report on the health sector’s response to the diseases. Between 1993 and 2003, he was head of public health and socio-behavioural research at the French National Agency for AIDS Research, where he coordinated a range of research programmes in France and in low-to-middle-income countries. Souteyrand has a doctorate from the University of Aix-en-Provence in France.

Afif My Hicham

Position Director, Ibn Rochd hospital

Biography Afif My Hicham was appointed director of Casablanca’s Ibn Rochd hospital on 31 January 2013. He manages the institution in accordance with the decisions of the board of directors, which is chaired by the prime minister or his representative. Ibn Rochd is a university hospital that includes a children’s hospital and a dental hospital, and is a showcase for Morocco’s public health system. It contains 1,600 beds, including 240 for children, and can treat up to 65 dental patients at once. In addition to patient care, Ibn Rochd teaches medicine, pharmacy, dentistry and medical biology through its faculties of medicine and dental medicine, and its staff and students conduct medical research. Between 2002 and 2004, Hicham was deputy secretary-general at the national headquarters of the Moroccan Society of Allergology and Clinical Immunology. He has a postgraduate degree in pulmonology.

Princess Lalla Salma

Position President, Association Lalla Salma against Cancer (ALSC)

Biography Princess Lalla Salma is the wife of King Mohamed VI and princess-consort of Morocco. She founded the Lalla Salma Cancer Prevention Association in Morocco and has been involved in HIV and AIDS prevention work in Africa. Established at Princess Lalla’s request, the ALSC has been working since 2005 to improve patient care, promote cancer prevention and make the fight against cancer a public health priority in the country. ALSC is involved in scientific research, with partnerships in Morocco and worldwide. These include ventures with the Moroccan Health Ministry, private laboratories or entities such as the UK’s GlaxoSmithKline, the WHO, the UN Population Fund, and Jordan’s King Hussein Cancer Foundation. Princess Lalla has a degree in engineering from the Ecole Nationale Superieure d’Informatique et d’Analyse de Systemes in Morocco.
