The six leading figures in Morocco’s mining sector: Mostafa Terrab, Abdellaziz Abarro, Amina Benkhadra, Driss Traki, Wayne Bramwell and Hamid Chabat.

Mostafa Terrab

Position: Chief executive officer, Office Cherifien de Phosphate (OCP)

Biography: Mostafa Terrab has led state-run phosphate company Office Cherifien de Phosphate (OCP) since 2003. Morocco is the third-largest phosphate producer in the world behind the US and China, and the leading exporter, with a global market share of 32 per cent. Terrab joined US-based Bechtel Civil & Minerals in 1983, holding a variety of roles but specialising in transport systems. He was also involved in building King Fahd International airport in Dammam, Saudi Arabia, in the early 1990s. In 1995, he became secretary general of the executive secretariat of the Middle East/North Africa Economic Summit. In 1998, he was appointed director general of Morocco’s National Telecom-munication Regulatory Agency, before leading the World Bank’s Information for Development Programme in Washington DC from 2002 to 2006.

Abdellaziz Abarro

Position: Chairman and managing director, Managem

Biography: Abdellaziz Abarro is chairman and managing director of Managem, Morocco’s largest private mining operator and its second-biggest mining firm after state-run phosphate company OCP. The company, which was established in 1928, is listed on the Casablanca Stock Exchange and is part of Omnium Nord Africain (ONA). It operates through several subsidiaries, specialising in exploration, research, development and engineering, in several African countries. Born in 1955, Abarro graduated from Ecole des Mines de Paris in 1979. In 1987, he was appointed Managem’s head of mines in Casablanca, overseeing the co-ordination and monitoring of mining activity around the city. In 1989, he was promoted to the post of deputy director general of the Mines Centre in Casablanca. Abarro has held his current post since 1994.

Amina Benkhadra

Position: Energy & Mining Minister, Office National des Hydrocarbures et des Mines

Biography: As Energy & Mining Minister, Amina Benkhadra is one of seven women in Morocco’s government. Benkhadra graduated as a civil engineer in 1978 before completing a doctorate in engineering, science and mining in 1981. Her life in public service began as head of mining research and control at the Energy & Mines Ministry from 1982 to 1984, and then as head of mining until 1990, when she joined the state-owned Bureau de Recherches et de Participations Minieres (BRPM). She returned to the Energy & Mines Ministry in 1994 as director of mines, responsible for developing mining policy. In 1997, Benkhadra was appointed secretary of state to the Energy & Mines Minister before moving back to BRPM as director general in 1998. In 2000, she was appointed director general of the National Office for Research & Oil Exploration.

Driss Traki

Position: Chairman and managing director, Compagnie Miniere de Touissit (CMT)

Biography: CMT is primarily engaged in the exploration and extraction of lead and zinc ores, operating mines and minerals processing services in Tighza, Morocco. It has 36 mining permits in the country and is involved in trading and distributing its products. CMT is a wholly owned subsidiary of Mining Osead Morocco. Driss Traki, director general of CMT, graduated from Ecole des Mines de Paris in 1977 and began his career as an engineer in the Commerce & Industry Ministry the same year. He joined ONA in 1979, holding several management positions including directorships of studies and budgetary control, and copper mining in the Ouarzazate province. Between March 1995 and October 1999, Trak worked at the Office of Morocco Phosphates, where he served as director of supply and markets, before moving to CMT in 2004.

Wayne Bramwell

Position: Managing director, Kasbah Resources

Biography: A metallurgist and mineral economist, Australian Wayne Bramwell has more than 15 years’ experience in acquisitions, management and operations. He has held senior commercial and development positions with Iberian Resources, Breakaway Resources and several Australian engineering companies. Between 2000 and 2002, Bramwell led acquisition, feasibility study and environmental approvals for the Collingwood Tin Project in Queensland, Australia. Under the leadership of Bramwell, Kasbah Resources is building a Morocco-focused exploration and mining company, with a portfolio of assets that includes the Achmmach and El-Karit tin projects in northern Morocco. As one of three private companies undertaking mining exploration in Morocco, the company’s strategy is to exploit these assets from exploration and feasibility studies to development decisions.

Hamid Chabat

Position: General Secretary, Union Generale des Travailleurs du Maroc (UGTM)

Biography: Protests over working conditions in Moroccan mines have attracted international attention in recent years. Since Moroccan trade union body UGTM’s membership includes both pit workers and more senior technical staff, union leaders such as Hamid Chabat have a key role to play in convincing employers to address miners’ grievances and maintain industrial peace. A grassroots politician who was born in the Berber hill town of Taza, Chabat started his career as an assembly line worker in a Fez motorcycle factory. Chabat took less than four years to firmly establish himself in his seat as general secretary. He solidified his power in January 2009 with a unanimous vote in a UGTM election. Chabat was elected to Morocco’s parliament for Istiqlal (Independence party) in 1990. In 2003, he was elected mayor of Fez, and was re-elected to parliament in 2007.
