Neom plans to start issuing tender documents for construction work on The Line before the end of this year.

The gigaproject developer recently revealed the expected timeline for upcoming construction packages for several building modules and the hidden marina.

Neom is already one of the world’s most active construction projects with more than $32bn of contract awards since its launch in 2017.

The upcoming tenders cover the construction of rafts and basements for modules 44, 45, 46, 47 and 48 and an onsite basement precast yard facility.

Neom plans to tender the work in 12 packages, six of which will be for the rafts, five for the basements and one for the basement precast yard facility.

The basement precast yard facility will be built on a design, build, operate and maintain (DBOM) basis.

The raft construction will include the world’s second-largest concrete pour of 43,000 cubic metres onto what is referred to as the mega core.

Neom expects companies to form joint ventures or consortiums to execute the work.

Tendering timelines

The tentative request for proposals (RFP) issue date for the basement precast yard facility is January, and the contract is expected to be awarded by August.

The RFP for the module 46 basement is expected to be floated in February and the contract awarded in July.

The expected RFP issue date for the module 45 basement is January 2025, and the tentative contract award date is July 2025.

The RFPs for modules 44, 47 and 48 basement construction are expected in February 2025 and the contract award is anticipated in August 2025.

Raft tenders

For the rafts, the RFP issue date for lots one and two is 24 December, and the bid commercial submission deadline is 15 April.

The contract is expected to be awarded in May.

The expected RFP issue date for lots four and five is in the third quarter of 2024, and the tentative contract award date is August.

The RFPs for lots six and seven are expected in the fourth quarter of 2024 and the contract award is anticipated by December.

MEED reported in March that Neom was shifting the focus of the world’s largest piling project to The Line modules at the marina as excavation work for the waterway reached an advanced stage.

Modules 45-48 are at the marina, which is expected to host the world’s largest cruise ships.

The structures that make up The Line comprise 135 modules that are 800 metres long and 500 metres tall at sea level.

The marina is located on the other side of The Line, facing the sea, meaning ships headed for the marina must pass through The Line buildings.

This presents a major engineering challenge since it requires creating a 165-metre-wide waterway passing through the 500-metre-tall buildings.

In March, the marina was the largest excavation project in the world, with about 1 million cubic metres of earth being moved every week.

Three firms are working with Neom as delivery partners for The Line. They are UK-based AtkinsRealis and two US firms, Jacobs and Parsons.
