Biography Paul Koster was appointed CEO of the DFSA on 1 December 2008.
The authority serves as an independent regulator for the DIFC, Dubai’s financial free-zone. Previously, Koster was commissioner and board member of the Autoriteit Financiele Markten (AFM), the financial services regulator for the Netherlands, which he joined in March 2001. He also chaired the Committee of European Securities Regulators that coordinates financial reporting standards in Europe.
Koster was once a member of the Madrid-based International Organisation of Securities Commissions Chairs’ Committee. He also served as chief compliance officer and acting commissioner of quotations on the Amsterdam Stock Exchange from 1986 to 1988.
In May 2009, he joined the advisory board of the UAE’s Securities & Commodities Authority.
