The Project & Contracting Office (PCO) has issued a presolicitation notice for an indefinite delivery/indefinite quantity (ID/IQ) design and build multiple award task order contract (MATOC) to maintain, repair and build a nationwide electricity network. A solicitation notice is expected to be issued on 5 August.
Each individual task order will be worth $3 million-45 million, with the total one-year programme value estimated at more than $100 million. The successful contractor will carry out work on both existing and new 132-kV and 400-kV distribution networks. The contract will incorporate a representative seed project on which all proposals will be evaluated. The scheme covers the $10 million design and construction of a 132-kV overhead line between south Hilla and Hashemiya in Babylon governorate. Iraq suffers from a shortage in electricity generating capacity. A lack of funding and gas fuel combined with sabotage and years of underinvestment have meant that power supply in most places is restricted to less than eight hours a day.
