Prequals awaited for EdL privatisation

The next step in the privatisation of the local electricity sector is expected in May, with the Higher Council for Privatisation inviting international developers to prequalify to bid for the acquisition of a minority stake in Electricite du Liban (EdL). 'The prequalification criteria will be published very soon. The tender documents are almost complete,' says a source close to the project (MEED 6:12:02).

The committee invited international developers in late 2002 to express their interest in the privatisation. The upcoming prequalification will be open to companies that have already expressed their interest, as well as those that have not, in the privatisation.

Bid documents are expected to be issued to prequalified companies in the third quarter, with the government aiming to select a company by the end of 2003.

The privatisation programme calls for a developer to take a 40 per cent stake in the generation and distribution assets of EdL, with full management control. The successful bidder will also have management control over the transmission network, which will remain state-owned. BNP Paribasis advising the government on the privatisation.
