Six key individuals involved in Qatar’s power sector: Mohammed bin Saleh al-Sada, Yousef Ahmed Janahi, Jamal al-Khalaf, Ahmed Nasser al-Nasr, Abdulsattar al-Rasheed and Joaquin Sans Castello

Mohammed bin Saleh al-Sada

Position: Energy & industry minister

Biography: Mohammed bin Saleh al-Sada has been Qatar’s energy & industry minister since January 2011. He previously served as minister of state for energy & industry affairs from April 2007. In addition to ministerial responsibilities, Al-Sada has been managing director and chairman of the board of Qatar Petroleum (QP) since February 2011. He is also chairman of the board of directors at RasGas, a joint venture of QP and the US’ ExxonMobil. Al-Sada is vice-chairman of the board of Qatar Steel and chairman of Qatar Chemicals Company, QatarGas and Qatar International Petroleum. Previous roles included technical director of Qatar Petroleum and managing director at RasGas. Al-Sada has an undergraduate degree in marine science and geology from Qatar University and a doctorate from the UK’s University of Manchester Institute of Science and Technology.

Yousef Ahmed Janahi

Position: Manager, corporate planning and business development, Qatar General Electricity & Water Corporation (Kahramaa)

Biography: Yousef Ahmed Janahi is the manager for corporate planning and business development at Kahramaa, the sole supplier of electricity and water in Qatar. Having joined the Electricity & Water Ministry in 1985, he has more than 26 years’ experience in the country’s utilities sector. Janahi moved to Kahramaa in July 2000 when it was established to regulate and maintain power and water supply in Qatar. At Kahramaa, Janahi has developed strategies for the utility sector. He has also worked on the development of independent water and power projects (IWPPs) and directed the privatisation of Kahramaa’s production assets. Janahi has a bachelor’s degree in electrical engineering from the University of Arizona in the US. He also has a business and public administration diploma from Qatar’s Institute of Administration.

Jamal al-Khalaf

Position: Executive managing director, Qatar Power Company

Biography: Jamal al-Khalaf is the executive managing director of Qatar Power Company. The firm is owned by Qatar Electricity & Water Company (QEWC), UK/France IP-GDF Suez and Japan’s Chubu Electric. It was established to operate the Ras Laffan B independent water and power project. Al-Khalaf has 20 years’ experience in the power generation and desalination sector, having started his career as an engineer at the Electricity & Water Ministry. Al-Khalaf then moved to QEWC as an operation manager before taking up his current position. He has experience in operations and maintenance, project development, and the construction and commissioning of utility projects. Al-Khalaf has served on several governmental bodies focusing on energy efficiency, renewable energy, water quality and auditing. He has also represented QEWC on technical committees.

Ahmed Nasser al-Nasr

Position: Manager, electricity projects, Kahramaa

Biography: Ahmed Nasser al-Nasr is manager for electricity projects in Kahramaa’s technical affairs department. He has more than 13 years’ experience in project management and engineering in the power sector. He joined Kahramaa in 1996 as a project manager and progressed to head of electricity projects and head of design engineering before he was appointed to his current position. Al-Nasr was a member of several committees in the now disbanded Ministry of Electricity & Water and Kahramaa. He is a member of various committees related to power utilities and infrastructure development. Al-Nasr has a bachelor of science degree in electrical engineering from Qatar University. He is also a member of the Gulf Cooperation Council Interconnection Authority, the International Council on Large Electric Systems and Qatar Society of Engineers.

Abdulsattar al-Rasheed

Position: Chief executive officer, Qatar Electricity & Water Company (QEWC)

Biography: Abdulsattar al-Rasheed is the CEO of QEWC. He joined the Electricity & Water Ministry in 1982 as a mechanical engineer at the Ras Abu Fontas A power station. In 1985, he was promoted to head of maintenance and later as operations manager in 1990. Between 1993 and 1999, Al-Rasheed worked as project manager at the QR4.3bn ($1.81bn) Ras Abu Fontas B scheme. In April 1999, Al-Rasheed joined QEWC as station manager. In November 2001, he was promoted to production manager of QEWC and served as the project director of the Ras Abu Fontas B extension project and as coordinator of the Ras Laffan C IWPP. In 2005, Al-Rasheed became executive managing director of Qatar Power Company which is responsible for the Ras Laffan B IWPP. Al-Rasheed has a bachelor’s degree in mechanical engineering from California State University in the US.

Joaquin Sans Castello

Position: Senior vice-president, Iberdrola

Biography: Joaquin Sans Castello joined the Qatar office of Iberdrola in January as senior vice-president. Iberdrola is Spain’s largest electricity provider and a world leader in wind energy. Sovereign wealth fund Qatar Investment Authority owns an 8.4 per cent stake in the company. From 2001 until 2005, Castello was employed by Soluziona Ingenieria, formerly known as Union Fenosa. From 1997 to 2001, he worked for Spanish engineering major Tecnicas Reunidas International. Castello was previously employed by Spanish construction firm Auxini and technology company Plasmavac. He worked for engineering company Inypsa from 1982 to 1989 and Empresarios Agrupados between 1974 and 1982. He has a degree in industrial engineering from Escola Tecnica Superior d’Enginyeria Industrial de Barcelona in Spain. He also has a master’s degree in applied petrochemicals.
