
Saudi Kayan Petrochemical Company is retendering the final two process packages on its estimated $9,000 million complex in Jubail after failing to agree terms and conditions with the original bidders.
International contractors have until the end of April to submit technical and commercial bids for the amines and high-density polyethylene (HDPE) engineering, procurement and construction contracts.Three new companies have been invited to bid for the amines package. They are Spain's TR and Samsung Engineering Company and Daelim Industrial Company, both of South Korea. The project, which aims to produce the kingdom's first amines mix, covers the construction of six different process units with total capacity of 270,000 tonnes a year (t/y).The original tender was cancelled after the bidders Italy's Techint and Oslo-based Aker Kvaerner could not agree financial terms with the client.Three companies TR, Daelim and an unidentified Chinese contractor are also understood to be bidding for the retendered HDPE contract, which has capacity of 675,000-t/y, with technology provided by Europe's Basell.The two contracts are the last of the process packages to be awarded on the project, which is the largest standalone petrochemicals complex in the world. Other units already awarded include the cracker, phenolics, low-density polyethylene and ethylene glycol packages.A linear low-density polyethylene plant, using Univation technology, was also part of the original complex configuration, but it is unclear whether the client will tender it at a later date.
