Serco wins PFI college

The Defence Ministry has awarded a UK-led team the mandate to develop a tri-services military training college in Muscat. Serco Groupof the UK, with the local Bahwan Engineering Groupand BNP Paribas, received in late February a letter of intent for the scheme, which will utilise a private finance initiative (PFI) model. The award follows months of delay, with the group led by Australia's International Trainingand the UK/local OHI Douglascontesting the final evaluation (MEED 5:9:03).

The project, valued at $165 million, is scheduled to take 18 months to complete. Once operational, the facility will train personnel from the sultanate's three military services. Project sources say the college could also introduce training for private security and paramilitary entities. Serco has a mandate to operate the facility for 30 years.

The company has extensive experience in the PFI field. Its involvement in the development of the purpose-built joint services command staff college, located at Shrivenham in the UK, is understood to have had a major influence on the government's decision. The template for the proposed Muscat college is based on the Shrivenham model.
