The value of the contract is SR245m ($70m) and work will begin on-site on 24 September.
It is expected to cover a 15 kilometre stretch of the 60km ringroad, and will include two interchanges.
The Transport Ministry is the client.
The work is expected to take three years to complete.
It is expected that tenders for the remaining section will be issued in 2009.
