Three in for revised KASP

Three groups of international consultants submitted proposals on 10 April for the retendered five-year contract to design, review and supervise the Kuwait airspace system plan (KASP). The client, the Planning Ministry on behalf of the Directorate-General of Civil Aviation (DGCA), is expected to make an award by the summer.

The three competing groups are: the UK's Mott MacDonald, with the London office of Australia's PCR and the local Gulf Consult; Wilbur Smith Associateswith Hill International, both of the US, and Sydney-based PCR Australasia; and the US' StanleyConsultants.

The estimated KD 80 million-90 million ($276 million-310 million) KASP is aimed at rebuilding the existing system and bringing it up to international standards. The masterplan covers eight packages, including the installation of control systems, an approach radar system, a supervisory control and data acquisition (SCADA) system, a meteorology centre and a command centre. Germany's Lahmeyer Internationalcarried out a study on the scheme (MEED 8:2:02).

The masterplan contract has been tendered three times. It was cancelled on the last occasion in February, after only one bid - submitted by Mott MacDonald with Gulf Consult - complied with the tender conditions (MEED 18:2:05).
