Six key players leading the development of healthcare services in the GCC: Ahmed Mubarak al-Mazrouei, Humaid Mohammed Obaid al-Qutami, Muhadditha Yahya al-Hashimi, Qadhi Saeed al-Murooshid, Scott Strong and Abdul Razzak al-Madani.

Ahmed Mubarak al-Mazrouei

Position: Chairman, Health Authority Abu Dhabi

Biography: Ahmed Murabak al-Mazrouei is chairman and chief executive officer (CEO) of Health Authority Abu Dhabi, the body responsible for regulating all aspects of the emirate’s healthcare. Al-Mazrouei is responsible for the government’s drive to provide world-class healthcare and executing Abu Dhabi’s five-year plan for the sector. In this capacity, he has overseen the signing of agreements between the Abu Dhabi Health Services Company, which he chairs, and several internationally renowned teaching hospitals. He is also responsible for healthcare outsourcing, having signed management agreements with international companies including Thailand’s Bumrungrad International. A trained physician, Al-Mazrouei is chairman of the board of directors at Daman, the first specialised national health company to be formed in the UAE. He also sits on the 19-member executive council of the Abu Dhabi government.

Humaid Mohammed Obaid al-Qutami

Position: Health Minister, UAE

Biography: Humaid Mohammed Obaid al-Qutami is in charge of strategy for the northern emirates. In 2007, he announced 35 federal health initiatives to be implemented between 2007 and 2010, including a restructuring that will involve the ministry expanding its role to become the regulator of healthcare services, with responsibility for the UAE’s healthcare strategy. Al-Qutami is leading an ongoing study, announced in July this year, into the prices of health services provided by the ministry. Al-Qutami, who holds a Master’s degree from Western Michigan University in the US, is also chairman of Emirates Transport. He has held positions including chairman of Sharjah Award for Voluntary Work, and director general of the Emirates Institute for Banking & Financial Studies. He is a founder of the UAE’s Consumer Protection Society, and the Human Rights Society.

Muhadditha Yahya al-Hashimi

Position: CEO, Dubai Healthcare City

Biography: Muhadditha Yahya al-Hashimi is responsible for operational management and quality, development of education, new businesses and customer relations at Dubai Healthcare City (DHCC). Previously, Al-Hashimi was director of education at Harvard Medical School Dubai Center Institute for Postgraduate Education & Research (HMSDC). She was responsible for the implementation and supervision of the institute’s educational programmes. Her activities also focused on establishing organisational strategy, plans for post-graduate training at DHCC, and laying the foundations for clinical research programmes. Prior to joining HMSDC, she was the co-founder and co-ordinator of the BSc health education programme at Sharjah Women’s College. Al-Hashimi is a graduate of the University of Texas School of Public Health in the US, where she developed the first atlas of cancer mortality for the UAE.

Qadhi Saeed al-Murooshid

Position: Director general, Dubai Health Authority

Biography: Qadhi Saeed al-Murooshid has been director general of the Dubai Health Authority (DHA) since its creation in June 2007. He was previously in charge of the DHA’s predecessor, the Department of Health & Medical Services (DOHMS), and had held the post since 2001. As the DOHMS was set up more than 30 years ago, it was decided that the department should be replaced by a new authority that could formulate a health policy and strategy better suited to the needs of modern Dubai. Al-Murooshid is responsible for health strategy and policy, regulation, funding and public health matters in the emirate of Dubai. He led the team behind the recent policy change, announced in June, which has made basic health insurance compulsory in Dubai. Prior to joining the DOHMS, he was head of the commercial relations centre at the Department of Economic Development. Al-Murooshid is a member of Dubai’s Executive Council.

Scott Strong

Position: Chief medical officer, Sheikh Khalifa Medical City

Biography: Scott Strong is chief medical officer at Sheikh Khalifa Medical City (SKMC) in Abu Dhabi, which operates under the management of Cleveland Clinic. He was appointed in August 2007. Strong worked as a colorectal surgeon at the Cleveland Clinic Foundation in Ohio, US, from 1993 to 2007, and at the Lerner Research Institute department of immunology over the same period. He is an alumnus of Iowa State University, where he graduated with a BSc in chemical engineering, and the University of Iowa, where he received his MD (Doctor of Medicine). He was board-certified in both general surgery and colorectal surgery after completing a surgical residency at Michigan State University and Cleveland Clinic respectively. SKMC comprises a 550-bed acute care hospital, a 120-bed behavioural sciences pavilion, and the 90-bed Abu Dhabi rehabilitation centre.

Abdul Razzak al-Madani

Position: Director and head of medical department, Dubai Hospital

Biography: Abdul Razzak al-Madani is the director and head of the medical department at Dubai Hospital, a publicly funded hospital that is operated by the Dubai Health Authority and has more than 620 beds. Al-Madani, who was previously director of clinical affairs at the Department of Health & Medical Services, regularly chairs workshops at the Faculty of Medicine & Health Services at the United Arab Emirates University. As a diabetes specialist, he has submitted numerous papers on the disease, and is president of the Emirates Diabetes Society. Dubai hospital was the emirate’s first specialist hospital, and began admitting patients in 1983. Its many specialist fields include oncology, paediatrics, rheumatology, urology and nuclear medicine. The hospital is built over an area covering 42 acres, and is contained within a 14-floor building.
