
Takreer asked firms to bid on package three, covering offsites and utilities; package four, covering tankage; packages five, six, and seven, covering civil works; and package eight covering marine works.
The client has told contractors to submit unpriced technical bids by the end of July and commercial bids by the end of September. The state-owned enterprise will award contracts by the end of 2009.
Takreer invited bids on the first two packages, covering the main process units at the plant, in April (MEED 10:4:09). The firm set a 19 July deadline for technical bids and a September deadline for final commercial prices.
Takreer plans to increase its refining capacity at the site by 400,000 barrels a day (b/d), by building the new refinery to operate alongside an existing 417,000-b/d facility.
The refinery will increase petroleum production at the site by 2.7 million tonnes a year (t/y) to 5.3 million t/y.
It will also produce 1.1 million t/y of petrochemicals feedstock propylene.
More than 20 international firms have passed the preliminary qualification for the five main packages on the project, while local contractors will bid for three smaller packages covering civil works.
