KAPP receives first bids under new framework

Kuwait Authority for Partnership Projects received two bids for its schools development programme public private partnership (PPP) project on 14 June.

The bidding consortiums are:

  • CCC Consortium (Consolidated Contractors Group (Athens-based), Privatization Holding Company (local), National Industries Group Holding (local) and The Morganti Group (US))
  • Alargan Consortium (Alargan International Real Estate Co (local), KSCP (Germany) Alargan Real Estate Project Management, Alargan Gulf Real Estate Service Co, Index Trading & Contracting Company for Precast & GRC, Mohammed Abdulkhuder Ibrahim Consultant (local))

The project involves the design, build, financing, operation and transfer of nine schools. This includes five kindergartens, three elementary schools, a middle school, and an Olympic-sized, 10-lane swimming pool.

They will be located in Alasimah (Kuwait City), Alahmadi, Hawalli, and Mubarak Alkabeer on state owned properties.

The new schools will have a combined capacity of 4,350 students.

These are the first bids to be submitted under Kuwait’s new public private partnership (PPP) law of 2014.

Bids for KAPP’s flagship project al-Zour North 2 independent power and water project (IWPP) are due on 21 June.

KAPP launched a number of power, water and waste treatment projects in late 2015. They have all been subject to delays.

KAPP now has a new general manager, Motlaq al-Sanei, and is endeavouring to avoid further delays.

However, Kuwait’s Council of Ministers is currently discussing consolidating KAPP with other investment-focused government bodies.
